 The Yellow Card is the only certificate released by the Home Office for Romanians and Bulgarians which gives entitlement to work as Self Employed in the UK for an unlimited period.
To obtain this Certificate you have to apply for it. There are no restrictions as to type of work you can do. R&P advise you as to what papers, you will need to successfully apply, help fill in the form and help with writing any correspondence to the Home Office.
